Reorganization Meeting Minutes
Council President Kathy Lange called the Reorganization Meeting to Order at 11:00 a.m. She then read the following statement:
“In accordance with Section 5 of the Open Public Meetings Act, Chapter 231, P.L. 1975, notice of this meeting was posted on the bulletin board designed for that purpose and notice was transmitted to the official newspapers provided by Resolution adopted December 1, 2015.”
PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE
Council President she asked all to stand for a moment of silence. She then led the meeting in the Pledge of
Council President asked Father E. Joseph Byerley forward for the Invocation. Council President Lange
Council President Lange acknowledged the dignitaries present: Patricia Eagan Jones, State Assemblywoman, the Honorable Nan S. Famular, Judge in Superior Court, the Honorable Augie Longo, former Mayor of Haddon Heights, the Honorable Rosemary Fitzgerald, former Councilwoman. Lastly, she said that on behalf of Congressman Donald Norcross, Vincent Sarubbi, Jr., the Congressman’s legislative assistant is here on his behalf.
OATH OF OFFICE TO MAYOR
The Honorable Nan S. Famular came forward as Mayor-elect Merryfield and his family assembled for Oath of Office. Following the Oath, all posed for a photo for the RETROSPECT. Mayor Merryfield then returned to his seat to preside over the remainder of the meeting.
OATH OF OFFICE TO COUNCIL-MEMBERS ELECT
Mayor Merryfield asked that Councilman-elect Stephen D. Berryhill and his wife come forward along with Assemblywoman Patricia Eagan Jones for the Oath of Office. Following the swearing in, all posed for a photo for the RETROSPECT.
Mayor Merryfield then asked Councilwoman-elect Jacquelyn Valvardi, her family and Assistant United States Attorney Patrick Askin to come forward for the Oath of Office. Mr. Askin administered the Oath of Office and all then all posed for a photograph for the RETROSPECT.
Council President Lange asked Borough Clerk Santosusso for roll call.
Under roll call the following members were present: Councilmen Stephen D. Berryhill, Councilwoman Susan R. Griffith, Council President Kathy Lange, Councilwoman Jacqueline E. Valvardi, Earl R. Miller, Jr. were present as well as Solicitor, Albert J. Olizi, Jr., Borough Clerk Kelly Santosusso and Deputy Clerk Katilyn Compton. Councilman Richard DiRenzo was absent.
Mayor Merryfield wished all a good morning and a happy new year. He thanked everyone in attendance for being here at the Reorganization meeting. He said that he was honored and humbled to begin his term as the Mayor. He said that he is not one for long speeches but said that he would like to thank his family and all those who have supported him throughout his years of political involvement. He then congratulated Councilman Berryhill welcoming him back to Council noting the positive working relationship they have had. Mayor Merryfield then congratulated Councilwoman Valvardi and said that he cannot wait to work with everyone on Council. He then made the following statement:
“I’m not someone who is about talking, I am about delivering. This will be the theme of this administration. I will not spend time on empty words and promises. We will spend time on working in a bipartisan environment the issues facing our town. We are not going to get bogged down by negativity; there is no room for that here. Instead, we are going to act in a positive way and move our town forward. You deserve nothing less. For those of you whose trust I have earned in the last election, I thank you. For those of you whose trust I haven’t earned yet, I hope you will give me and those on this government the opportunity to earn it. Thank you again and best wishes in 2016.”
Councilwoman Valvardi wished all a happy new year and thanked her family and friends who those who have supported her. She also thanked the people of the town who voted for her this time around. Valvardi said she says looks forward to working with everyone here saying that this opportunity is new, exciting and different Lastly, she said that she is looking forward to representing residents’ voices on this Council.
Councilman Berryhill thanked all who voted for him and said that he enjoys serving on Council. He said that he wanted to acknowledge those in town with which he has worked. He said that the town has received a Bronze Certification from Sustainable New Jersey three times in a row, noting that this is unusual for a small town like Haddon Heights. He thanked all those responsible for working toward this effort. He went on to say he has worked toward the beautification of the town on the Streetscape Committee with the Banners in the Business District thanking all those involved in the banner project.
Berryhill acknowledged members of Sustainable Haddon Heights and the Environmental Commission who preserve and protects our natural resources. He named all members of both groups. He said that several individuals serve on more than one committee which he described as above the call of duty.
He then noted the Community Garden from which residents can rent plots for seasonal growing. He said that these members give back the proceeds of the Garden to our community in the way of donations to charities in town and to families with financial difficulties.
Councilman Berryhill thanked the members of the Creative Team saying that they nurture our artists in town. He said that they planned two musical festivals this year; one of which was rained out and the other was following the 4th of July Parade. He thanked all on the Committee and then said that he had a few of the musicians involved performed in his home at his New Year’s Eve party.
Berryhill described the Local Board of Health noting that they ensure the health of the residents in town. He said the group is very professional and works well together.
Councilman Berryhill said that the Shade Tree Commission is partially responsible for the beauty of the White Horse Pike in Haddon Heights. He said we have one of the most beautiful towns in this area and much of it is due to the shade trees here. He named and thanked all the members on the Commission.
Berryhill said that he was asked to head Construction and Zoning half way through the year last year. He thanked John Szczerbinski and Ron Newell from the Construction and Zoning Department saying they are both great people and a pleasure to work with.
Councilman Berryhill spoke of the Haddon Heights Municipal Alliance is close to his heart as he has lost friends to drug and alcohol abuse. He thanked the entire work Committee for their work. He specifically mentioned past Chair, Susie Griffith for which he said he enjoyed working with. He thanked all members by name.
He then thanked the police officers in town who have some new initiatives this year. He said he is looking forward to working on these initiatives which he thinks will be helpful to some of our residents.
He also thanked Holly Cass who works for the County and is a resident noting that she is always there to help him out.
Berryhill thanked Albert Olizi, our Solicitor, who keeps everyone on track and says that he has been great to work with.
He said that he did most of his Christmas Shopping from businesses/restaurants in town noting that he shopped at Carole’s Candy, , Kunkel’s Restaurant, the Village Cheese Shop, Station House Restaurant, Anthony’s Restaurant, Fair Trade Lady, John’s Friendly Market, Ralph’s Pizza and Local Links.
Lastly, he thanked all who voted for him as well as those who did not. He said that he was very happy to work with Councilwoman Jackie Valvardi as she represents some of the younger residents in town. Lastly, Councilman Berryhill then thanked past Mayor Forte for a good working relationship over the past four years. He then said that he thought that Jack Merryfield will be a fantastic Mayor as he has already worked with him on directorships. He said that he feels blessed to serve on Council this term.
Councilwoman Griffith thanked wished all a happy and healthy and prosperous New Year. She spoke to Mayor Merryfield saying that he is her dear friend. She went on to say that she is so excited to work with Mayor Merryfield knows he will do a great job. She also congratulated Councilwoman Valvardi and looks forward to working with her saying she knows she will do well and offered any assistance she may need. She then congratulated Councilman Berryhill and welcomed him back noting his dedicated service to the town. She said she is honored to be a part of Council again this year.
Council President Lange thanked all for coming and for voting in November. She welcomed all to attend the Council meetings throughout the year. She thanked all of the volunteers in the room who she described as the backbone of our wonderful community. She then wished all a happy new year.
Councilman Miller thanked all and congratulated Councilman Berryhill, Mayor Merryfield and Councilwoman Valvardi. He said he is looking forward to working with the entire town who he described as a great time. He went on to say that he would like to reiterate his commitment to the residents by doing his absolute best for every person in this town for the areas of his responsibility. He said he is looking forward to a great 2016.
Council called for Public Comment on Caucus and Agenda items only.
Seeing no one come forward, a motion to close the public comment portion of the meeting was made by Councilwoman Griffith, seconded by Councilman Miller. All members present were in favor.
Asked for a motion to appoint Councilwoman Kathy Lange to the position of Council President. A motion was made by Councilwoman Griffith, seconded by Councilman Miller. All members were in favor.

MOTION TO ADOPT RESOLUTION 2016:01 THROUGH 2016:25. All individuals named in the above Resolutions please stand to receive the Oath of Office from Mayor Merryfield.
Mayor Merryfield asked for a motion to approve Resolutions 2016:01 through 2016:25. A motion to adopt Resolutions 2016:01 through 2016:25 was made by Councilman Berryhill, seconded by Council President Lange. All members present were in favor.
Mayor Merryfield then asked all appointees to stand for the administering of the Oath of Office. All stood, raised their right hand and repeated the Oath of Office after the Mayor.

A motion was made to adopt Resolution 2016:26 by Councilman Berryhill, seconded by Councilwoman Griffith. All members present were in favor.

Mayor Merryfield called for Public Comment on any matter the public wishes to address. Seeing none, a motion to close the Public Comment portion of the meeting was made by Councilman Berryhill, seconded by Councilwoman Griffith. All members present were in favor.
Mayor Merryfield asked Father Byerley to come forward to offer the Benediction.

Mayor Merryfield asked for a motion to adjourn. A motion to adjourn was made by Councilwoman Griffith,
seconded by Councilman Berryhill. All members present were in favor. 11:41 a.m.
Mayor Merryfield invited all present to Anthony’s Ristorante for lunch.
